It's a new beta feature. It's a way to enter a secret part of hell itself, called segfaultoria.

It's the effect of a new "powered-up" lever. You charge it up before you pull it and it does amazing things.

Yep. If my calculations are correct, leaving the east side of the screen at tile 6 starting from the top while having 72% hp, should give you a level 100% filled with uniques and artifacts.
Too bad it will also crash the game and corrupt your player.wad as soon as you make a single step there.
