Shottyman Movement

With Shottyman, do you move at the speed of movement or reloading? In other words, once you have it, do you want Hellrunner or more Reloader?

I am almost certain it's generally quicker to move, and I'm pretty sure Reloader2 doesn't change that.

Yes, it doesn't. To increase your moving speed you should take some hellrunner levels.
