Combining speed modifiers

How do I determine the turn cost for this? (a normal-speed action is 10 turns, right?)
Firing 2 pistols with:  Finesse(2), SoaG(3), Dualgunner, and 3 speed mods(on each)

The wiki doesn't answer this question, unless I overlooked something. Do you multiply every level of everything separately(10 * .9 * .9 * .8 * .8 * .8 * 1.2 * .9 * .9 * .9 ~= 3.63) or do you determine the discount for each trait and mod first(10 * .8 * .4 * 1.2 * .7 = 2.688)?

Once I have this number, are turns rounded down?

It's the former, I'm pretty sure. That might not be the exact formula, but I do know that 2 levels of Finesse apply as 10 *.9 *.9, not 10*.8
