Question about additional levels

Additional levels counts as mods? I prefer that levels and campaigns(just some levels packed in one file with information about their consecution) would use separate folders from "mods" and have different way to use them("Play custom level" and "Play custom campaing" in menu).

I would think an actual campaign would have to count as a mod, if only because, if I understand what you mean by that word, it's breaking with the normal convention of all the levels being served up by RNG. Obviously a "play custom level" feature would be important though, for testing purposes if nothing else.
