Regarding stats: just to be clear on something, is it just the 70 points all told, or 70 + the Homeworld Modifiers for each skill?

Okay, as soon as I can decipher this stupid 'Starting your Character' part of the rulebook, I'll start on my character. Don't be surprised if it's a Tech-Priest ;)
