I'm pretty sure that the toughness of monsters spawned is determined by how deep you are, Not by the type of level you are on.

Guess it would be possible to see level two - Hellish city filled with FH's.

Just very very improbable

Heh I've seen plenty of caves from lvl 3 and on, good exp low level, lotsa lost souls and pinkies
