Nuking last level in Ao100 bug

I have to say it - I totally disagree with the nuke-not-granting-100%-kills :(
In AoRA - yeah, why not... but in the other types of game... hell no, I'm just tired of reading 'He held his right to remain...blahblah...' in my every 'won game' mortem...

If its a bug, its a long running one, as I've seen this happening since 0.9.8 (earliest version I've played).
