Humm, in my last full win, right after killing Cybie I have used my homing phase device and appeared on the stairs so for me, homing phase device work on Hell's arena

It doesn't work to prevent full win without killing Cybie.

And Hell's Arena and Phobos Arena aren't the same. Cybie is in the second, the first is spawned at level 2-3.

Homing phase device definitely doesn't work on Phobos Arena, even after a nuke. I had one game where I had 2 HPDs, Trigun and an Invul globe on level 23. Picked the globe, ran for the stairs, used one HPD on level 24, Angel Arm'ed Cybie, then used the other HPD expecting it to take me to the stairs but it worked as a normal phase device. Luckily I found the stairs fast and Angel Arm'ed JC as well.
