I agree completely, I stick agility mods on boots as a rule.  I consider boots better used to increase my move than to protect me from lava and acid, since I can plug the increased movespeed in and forget about it.  Unfortunately this run I didn't run into any.

I often do not run into lava or acid that I have to cross, and if I do, I have an environmental pack or health packs to help me survive. My tactic is to maximize health space in inventory, and always put the first agility mod on my boots. I'd pick steel boots with an agility mod over plasteel boots most of the time.
