My guess is that he wants to maximise the damage done first. Having WK early is not useful unless you can get your hands on more than one mod early -- which is not very likely.
Early SoB gives whatever crappy weapons he has initially a little more punch, and by the time he gets a Chaingun or chainfire-capable weapon, it is time to up the ante and make it fire faster.
And why WK before TH? I suppose it is the need to slap on more Agility mods or Technical mods to make the chainfire weapon less wild in its damage.
That would be my analysis.

laptop got it summed up quite nicely.
Having Sob 2 at the start allows me to pack a lot of punch to the basic shotgun at the start considering its highly unlikely to find a combat shotty or chaingun just yet. Though I do usualy find a chaingun at level 2 I don't really use it. I only use the chaingun at hell arena or if level 3 has hell knights or I don't find the combat shotty yet, I usualy find the combat shotty on level 3 or 4. The extra speed generally allows me to have faster shooting obviously, now as I don't use a rapid fire weapon that much I just generally have one fast and powerful shotty to take down most of the enemies with and basicly lock them out of my line o sight.
The WK first is just a habbit, there's no real reason why I pick it before TH as I don't really get many mods just yet, I rarely use the plasmagun either before I get ammochain as I try saving cells.
