Shambler doesn't shrug off explosions.

Angles of death:
I was in Hells Armoury and I released the shambler, it was at full health. I then shot it with the Revenants Launcher and it took a chunk of health off of the demon. 

Battleguy:
The shambler really doesn't seem that hard, I killed him before he could even attack me.

You were lucky. Seeing the Shambler attack is like being whipped real hard. Mostly because the looks of the attack xD

It all depends on which difficulty level you are playing on.  Don't forget that at higher levels, everything has additional speed and accuracy (except you), and that alone can make the Shambler much harder to hit/harm, thus making him much harder to kill.

Also, Revenant's Launcher does direct damage, while most other explosive stuff does damage from the splash.  So perhaps that was why the Shambler took more damage this time.

Shamblers, similary to Cyberdemons, AM and LE have leveled HP.
