[0.9.9.4] firing without enough ammo takes time

Attempting to fire a weapon that uses multiple pieces of ammunition per shot without enough (for example, a BFG with 20 cells in it) takes up time. It takes the same time as firing it, I believe - 10 turns for my unenhanced Marine's BFG. Firing a completely empty weapon does not take time. (I have EmptyConfirm on, if that matters).
