You use a firestorm weapon pack. Only a rapid-fire or explosive weapon can

This is with a technician and WK(2). The only reason I can think of that might have caused this is adding the first Agility mod without WK(2)...

It's because you put the first mod in before WK2.

Which, for the record, I really think is an utterly arbitrary requirement...

It's the _last_ mod, not the first, that matters in general - is it different there?

Except it isn't, because I later put a tech mod on the assault rifle.

So either Firestorm is a special case that requires WK(2) assemblies built from scratch or something, or it's not working as intended. (Or it is working as intended.)

The message implies that it's not recognizing the assault rifle as a rapid-fire weapon. I would have tested the hyperblaster, too, had I not bulk-modded it already.

I've made firestorm modded hyperblasters before. And the first mod was before Whizkid 2 as well.

In the eyes of the Firestorm a rapid weapon is one which fires at least 3 shots per turn. This is for balance, because for a two shot weapon two extra shots would be OP.

How many two-shot chainfire weapons are there? It seems a little arbitrary, but I guess doubling the firepower of a weapon is a little overkill.

A firestorm modded assault rifle would have been great, though...

My thoughts exactly!  :)  I wish I'd discovered this thread sooner, because I just tried and failed to create a Firestorm-modded Assault Rifle today.  :(

In the eyes of the Firestorm a rapid weapon is one which fires at least 3 shots per turn.

So, if I get Triggerhappy, the Firestorm will work?  (I know TH works on the Assault Rifle because I used it in a previous game)

No.  The firestorm mod just looks at the weapon's base stats, it doesn't know anything about Triggerhappy.
