I phased when was low on hp to the middle of the map. I wanted to heal. But he killed me from far away anyway. I think that's a bug, because if he knows where you are from the start, he approaches anyway.. C is some kind of fortuneteller, he knows where I am just after phasing away.

The Cyberdemon is intended to do this since he was given a new AI in 0.9.9.4.  I think the idea was to make it harder to kill him by corner shooting and radar shooting and whatnot.  So, not a bug.  (That doesn't mean that it won't ever change however.  I believe there has been at least some tweaking to Cybie in the current betas.)

Cyberdemon, in 0994, was meant to be able to always retaliate against you...if you shot back. However, there's a bug (fixed since) that never stopped him from doing this after being attacked a single time. Keep in mind that "shooting walls to get to you", and "knowing exactly where to find you" are both normal and intended behavior. (The latter is quite typical of bosses in general.)

In addition, I might as well point out here that JC's been changed in 0995 so that he is no longer trivial to kill. You can probably still do just fine with a BFG and a crapton of cells, but anything less will be rather challenging.
