[0.9.9.5 WinXP SP3] F9 doesn't take screenshots during targeting

F9 doesn't take screenshots during targeting.

Hamster:
The same for F10.

Known for a long time now.

This comes up fairly often, so I'll look at how hard it would be to implement.  No promises for 0.9.9.6 yet.

Status update: This looks doable, but I'd like to consult with KK about some minor refactoring needed.
