[Fixed][0.9.9.6] Vampyre trait gives 202% health

I'm not sure what causes it, since it doesn't go up to 202 everytime, but it happens from time to time.

It appears that while Vampyre checks to make sure it doesn't give you health when you are at 200%, it seems to always give +3, and not cap it to the 200% like it should.

Attached: 203% health.  (Max HP is 60 at this point, so I must have 122 HP.)  It decays normally (if you can call this normal).
