No idea when (I did not have contact with DoomRL for one year), but someone (Devs? Who was it =( ?) added new AI (good thing) and high resistance to bullets (bad thing, imo).
In AoMr early game if you meet Pain Elemental in open space it just hurts =( .

Unless something's changed with lost souls/pain elementals since 0.9.9.5, a sharpshooter with gravity boots can take on City of Skulls without anything but a modded pistol (and plenty of ammo).

yep, a sharpshooter, since sharpshooter delivers enough damage to knockback souls, while MGK/MBD builds don't have the punch for this. And, gravity boots you say? Sure enough, boosting self to 0.4s while walking is already enough to outrun souls. No gravity boots, and you're dead.
IIRC resistances were added in 0.9.9.5.

MBD builds do actually also work against lost souls/pain elementals in general, however not so well in City of Skulls.
Why do I say this? Because with 6 bullets rattling off at once (or more) you can easily burst one burst in, and hit the next soul with some of the other burst. And so on and so forth until dead. (Also, since pain elementals don't have the bullet resistance of the souls...FOCUS FIRE - FRONT!)

I think that the new AI has made the lost souls so much more of a threat that it only seems fair to nerf them a bit to bring them a bit more in line with the low level annoyance they used to be. Obviously, single souls are still trivial to deal with, so the change has to be something that has a bigger effect when they're in groups. Lowering their speed, maybe?
