Thats not totally true, because every "playing" is "practicing" a lot. Until at the some moment, your skills becomes limited by something, for example - free time or patience.

I can not imagine ф man, who plays and not learning how to improve his YASD mortems.

Well, I'm your example then. I'm not interested in extreme damage prevention techniques like waiting in place for hundreds of turns, which means that my skill in DoomRL is ultimately limited by my preference for goofing off over playing optimally. For another example, in multiplayer FPSs I generally just run off and do my own thing without giving much thought to comprehensive team tactics. Am I playing? Yup! Am I practicing? No sir.

Yep, in team-oriented FPS you generally not practicing this way.
And as I said above - your ability to improve your skill now limited by your inadequate tactic or alcohol, thus you are not practicing :)
Remove one of this limitation - and you again practicing.
This is the point, when you are limited by lack of time - you cannot practice more, because it's depends not only on you.
