I'd keep skipping it; the hell's arena -> CC -> wall & middle vault progression is nice if you can manage it, but none of it is terribly important to completing the game on N! and mostly just gives you more opportunities to get killed. There isn't enough ammo to make regular use of the rocket launcher early on, since you need to conserve it for the arena master and the wall, and the missile launcher, backpack and middle vault are nice (although the middle vault often gives me bugger all), but you'll be fine without them.

Well, if I learnt to pass Hell's Arena, I'd definitely skip CC. I've actually managed to clear the Wall once now, and in any case if I'm lucky to find a rocket launcher, it's good to at least try it for some XP. It's not that hard to run away if things start to look bad.
Right now I've serious trouble with the Anomaly, namely the nightmare demons. I'll figure it out somehow.

I cleared the wall without taking any damage on that run, since I had a plasma rifle with plenty of cells (and EE/Son of a bitch/intuition) and could corner-shoot the barons and arch-villes one at a time before they reached me, while disposing of corpses with the rocket launcher. I farmed a former commando for cells on the level just before the wall so that I'd have plenty; I think I had 40 rockets and 400 cells for it, plus 200 bullets and maybe a shell box.
For the anomaly, I prepared my escape route by destroying the door on the far end of the hallway with my plasma rifle and then rocket jumped my way past the ambush and right past the bruiser brothers. Once I had the cover of the bruiser brother's guard post thingies, I took them out with my plasma rifle and then slowly started luring the nightmare beasties one by one to where I could kill them from cover, which was a bit difficult since I was running low on ammo by that point and I had to rely on rockets, which I just about had enough of to finish the job by using them carefully. Another way I can clear the anomaly on N! is by using a double-barrelled shotgun and a shell box, running to the door and hosing everything with shotgun shells from a position of moderate cover while healing up with medkits as necessary.

Yeah, one of the reasons to do HA on N! is to get RL so you can rocketjump in Anomaly, because if you don't have phases and didn't invest in HR2 there's a great chance that you're screwed.

Hmm... I think I had RL every time I reached the Anomaly so far. I rocket jumped back and I'm used to, though, and the demons ate me everytime. (Well, once I had an invulnerability, that was nice).
I'll try your approach next time.
Skipping HA, there's no way to get Int 2 before the wall without trading it for much needed DPS, but it's not that hard if you find enough rockets beforehand.
