Some boots give permanent speed boosts already (while equipped), if not, you can manufacture your own with an agility-mod.  The real question here is not about boosting DoomGuy's speed more, but to scale all the various actions' duration so that they fall within the realm of believability.

But that is one really complex balance question that we are not going to tackle for now.
