how do i view my outbox in the PM section?

i wrote a PM yesterday about a spammy post i found in a topic... how can i see if that PM has been read by the recipient?? the  PM included a link to the spammy post as well as an explanation about not being able to report a database error to the admins via the given link...

You can only review what you've sent (See 'Sent Items', link on the left hand side of the screen, but you have probably already figured this out). The only way you have of ascertaining something has been received is by getting an answer, I'm afraid.
