Depends on if you find mods, but yeah because you can't mod your 2nd pistol, it lets you down compared to your first pistol.

The way DG seems to work, you fire 2 pistols for slightly slower, but it has a hidden "penalty", namely your new reload time (R, special reload that is) is roughly doubled if reloading both pistols. So if your first pistol is vastly superior, you're basicly slowing yourself down by shooting and reloading the second pistol, because if you just fired and reloaded your best pistol it would be quicker and better. IMO dual pistols wasn't much of a mathematical improvement over single pistols in 0.985 either, because of the reload and fire rate penalty.

The reason why finesse was "better" (its not in 0.987, 2*DG is equal/better), was because of how finesse and SoG apparently worked. It wasn't so much as 20% and 10%, as -200 and -100 energy to fire respectively, whereas DG was *1.4, *1.2 and *1.0 energy. The way the maths worked out, taking a level of finesse was slightly better than taking an additional level of DG.
