I've got a game going right now with only one gun, and my opinion (which you can see if you head to the Discussion forum where my AoMr topic is) is still that two guns are better than one.  One gun does reload quicker, and also shoots faster for a time, which gives nice control.  However, once you get 3 SoG, 2 Fin, and 2 speed mods, the DG level 1 penalty for shooting completely goes away (1000 - 600 - 200 - 200 = 0, and 0 * 1.4 is still 0, and as I've mentioned elsewhere the failsafe makes the energy cost go back up to 100), and if you can't find a lot of damage mods, the extra damage is helpful.  Reloading both guns is a real drag, but that's why if an enemy is in my LOS I never do it.  Where it's most helpful IMO is when you have more than one enemy in your LOS, and you know that you'll either not be able to kill/knock out of LOS all of them before one gets an action; this ups your potential damage by an average of 30 HP per clip, which means you'll have the power to knock off two and maybe even three mid-power enemies where before you might have only been able to knock off one or two.  I have a gun with 2 damage mods, 3 reload mods, 3 speed mods (more of a 'what the hell' than a 'I can use this' reasoning, which might bite me in the ass if things work the way I suspect they do) and 3 mag mods, and I sorely miss the second gun now that I could shoot both guns without any penalties.  If I'd been able to find more than 2 damage mods, I might not feel this bad, but I'm hurting for armor/medkits (probably due to doing a pretty stupid thing with the Spider's Lair; good only for bragging rights) and I really feel like I need all the help I can get.

And those enemies are spawned by every wall segment! :o

Also, just a quick question: Is the +2 damage bonus from SoaG working properly? It doesn't seem like it.
