While other enemies don't act for some time after being lever-summoned or at level start, lost souls act the next turn.

This is just a quirk of the game's speed system. Lost souls are faster than other enemies, so they are quicker to recover from the surprise of being summoned. They're a lot faster... twice as fast or more in a lot of cases, so the difference is very noticeable. Not a bug.
