Title: [0.9.9.7G] Berserk effect speed bonus is applied after firing speed cap

I played a Sharpshooter build and when I reached SoG5, my firing speed was capped at 0.10s per shot. When I grabbed a berserk pack afterwards, my @ screen told me my firing speed was 0.07s per shot, which would suggest that the berserk effect is applied after the 0.10s cap.

As all actions take some multiple of 0.10s and alternate if the action time is between those multiples, this would mean that every third shot took _no time at all_. I did not check turns passed between actions, sorry.

I do not know whether this is a bug or intentional, but IMHO it was worth reporting here. It happened several times in my game, so it should be easy to reproduce.

I'm guessing it's not a bug, since I've gotten my firing time down to 0.09 seconds per shot plenty of times.  (without berserk being applied)
