Title: [NotBug][0.9.9.6.] Shell box useless for shottymen.

The shell box doesn't supply the shotgun while move-reloading, as seen while running around with a tactical shotgun. The shells are picked from the inventory instead. Is it normal?

It's intended.
Ammo pack reduces manual reloading to 1/5 of normal.
With Shottyman you reload with your movement speed.
What's the point of wasting ammopack if there's no benefit to it?

AlterAsc is correct.  It is preferable for shottyman to pull ammo from the inventory, although it will still use an ammo box if there is no alternative.  Anyway, there are still plenty of cases where it's advantageous for a shottyman to use normal reloading, especially with a shell box available.

In my experience, it's not a reload time issue, but an inventory management one, at least on AoSh. However, now that I'm writing this down I actually think it's better not to use the shellbox: you have a box of spare shells in your prepared slot (which you can still use while reloading manually), while SM draws from your inventory, giving you the chance to stock up on stacks of shells lying around.

Once you run out of loose shells, you can always unload the shell box into your inventory
