There is an element of luck and skill required to fully win the game. Yes, in Angel of Pacifism you will find it harder to fully explore the map, and therefore have less chance to pick up a second nuke...but that's what Angel of Pacifism is: A challenge.

For a good majority of the player, if you give them guaranteed "Iwin" buttons like this, the game will cease to be fun. The main point (and problem) with making a good game is making it able to be beaten, yet still be a challenge.

Also, our player isn't aware that there's more than the Cyberdemon out there at the outset, so in terms of "believeability", that's a no.
