Title: How the hell do you kill the cyber demon without dodgemaster?

I simply stand no chance of killing this guy without the ability to dodge his rockets. How do you do it without dodgemaster?

If you wear red armor and use an envirosuit right before the fight you can get a high enough resistance to his rocket attacks so that you can just tank him.

...and with a decent melee build dodging's usually not on your to do list. Or not for long.

Even better, make it a fireproof red armor, the basic assembly that anyone can create. Those 55% fire resistance will cut his attacks down to size, and combined with envirosuit, it's 80%. With this combination, most of the rockets will hit you for exactly 1 HP.

Fire resistance protects you from direct rocket hits? I did not know this O.O

It does - there's nothing like "impact damage" regarding explosions (not only rockets - the same goes for any explosions, including plasma and acid), rockets only deal fire damage.
