This is hilarious. In my non-canon ridiculous testing, I was running an AoI N! game and found a Hell Staff on Phobos Hell Level 9. To my delight/confusion, when I tried to pick up the Hell Staff, I got teleported away immediately with my status set to tired. And of course, I could not pick up the Hell Staff at all.
I think this is a little strange... bug or "feature"?
You use a Hell Staff immediately. You're to tired to use it now. There is a
Hell Staff lying here.

My first thought was "bug", but considering what AoI means, it's almost a feature. I've done this before, and after considering what I'd done, it seemed perfect. It would almost be better if the staff was destroyed after you picked it up.
I think perhaps a better way to go about 'fixing' this is to simply deny the Hell Staff to spawn on AoI.

I don't see anything wrong at all, in fact I'd be worried if this DIDN'T happen. Everything means every thing with no exceptions. There is no reason to deny this and leave in med kits. It's not user friendly but it works as it should. The nuke is funnier to learn this lesson with...
