Title: balance special level frequency, especially the Armory

Even in 0.991, the infrequency of the Armory was a bit annoying.  In 0.992 it's more so - it would be nice to have more chances at it.  Perhaps just widen its valid range, or shorten the Wall's - I'm not sure exactly how the system works, but I think they often conflict.  Being a guaranteed level might annoy Conquerors, though.

City of Skulls also seems to be pretty rare, but it's not as important.

Every run that you die before the hellgate...Hell's Armory has spawned on. It's a proven fact.

Shitty would be if you die near the stairs on level 14.
