Title: [0.9.9.3] Repeated use of MediTech at full health grants Gambler's Shield

Unlike in earlier versions, using a MediTech depot at full health does not consume a charge in 0.9.9.3. This is a good thing, but each "use" of the lever still counts for Gambler's Shield (pull 25 levers).

This is obviously a very minor bug; thanks for DoomRL!

It's the same with the armor repairing levers.
