I just wanted to know what the constant "You feel a deadly chill!" means. Because I didn't find anything in the Wiki (using the search function).

Oh, well it just means your life slowly decreases in that level. Don't worry though, if your health is okay you shouldn't worry much about that in most cases, it's just annoying that it's hard to leave the level with full health.

It's mentioned in the wiki, on this page (http://doom.chaosforge.org/wiki/index.php?title=Levels), somewhere at the bottom.
