Aren't I supposed to level up now?

I think the game just rounded the number up to 100%. Say, you'd need 10000 exp for level 7 and you had 9998 exp so the game shows that you have 100%, but it means that you'r just closer to 100% than to 99%. I've had a few games with all but one kill and it showed it as 100%.

Could it perhaps then add a ~ for the times when it isn't 100% outright?  Unless it can't tell the difference, I don't see an issue (other than perhaps spacing, but that seems minor).

Well, I think just rounding percents down would be a good solution.
