I would happily donate an nds for a viable project. However, I realise that determining viability is itself a lot of work. There is a FreePascal compiler that is usable with the devArm toolchain, there is a Lua interpreter for the nds (Nano Lua), there is even a limited port of SDL for the nds. That is a lot of pieces for which there is no guarantee that working compatible libraries can be compiled.
There are several nds emulators which many people use for development. For developing on hardware a flash cart would also be required(~$25 US).
(I am selfish in bringing this up, I know. But I only play roguelikes on my DS, at "work", on the toilet... ;P )
edit: O. Didn't realise your PC was dying. $1500 is a lot to raise for a new PC.
