Guarantee theoretical utility of lab cache modpacks

Proposal: The lab cache modpacks should always be of theoretically useful types e.g. no sniper packs on AoSh or AoB.

(Inspired by getting, you guessed it, a sniper pack on AoSh.)

This should include no schematics on angel of purity.

edit: another way to handle this is to have assemblies that use the exotic packs with those weapons :)
