[0.9.9.4] Two starting mod packs on AoMr?

I started a game of AoMr right after finishing a AoB game, and the game gave me both an Agility Mod Pack and a Technical Mod Pack from the very start of the game, in addition to the standard equipment.  I don't think that was supposed to happen.

I'm an idiot.  I forgot Technician starts with a Tech Mod.  Never mind.
